1. Call to Order: Mohammed Nuru, Chair, called the meeting to order at 5:36 p.m.

Others present: Phil Galli, (DPW), Merle Goldstone (DPW), Paul Henderson (District Attorney), Laurel Muniz (North West Bernal Alliance), Eric Dash (District 6 resident) and Selena Young (Leadership High Graffiti Watch group).
2. Welcome and Introductions: Mohammed welcomed all present and asked for introductions.
3. Public Comment: Eric Dash asked why there are so many properties in his SOMA neighborhood that have been reported but still have graffiti. He said that the DPW notices have been effective for the most part, but if there is no follow up on properties that go unabated, property owners will see that the ordinance has no teeth and won’t act. Mohammed Nuru said that the slowdown was after the City Attorney’s office sent a second letter. He asked Phil Galli to meet with the City Attorney and find out why there is a backlog. Phil will report back to the Graffiti Advisory Board at the next meeting. Someone from the City Attorney’s office will be invited to come to the next meeting and report on compliance.
Mohammed Nuru welcomed new board member John Bitoff, who was appointed by the Unified School District to replace Peter Schwab as their representative. Bitoff directs security and maintenance for the district. He reported that 40% of the work of their painters is graffiti removal, when they could be painting school rooms instead.
4. Approval of October minutes (Action Item): The October minutes were accepted unanimously without changes.
5. Chair’s Report:
Mohammed Nuru reported that the Mayor and the Board of Supervisors passed legislation that required all commissions and boards to adopt attendance policies. The Mayor’s Office provided the City Attorney’s office with a sample policy and Deputy City Attorney Alicia Cabrera drafted amendments to the Graffiti Advisory Board by-laws to be in line with the sample policy.
Mohammed also gave the following updates:
Supervisor Ammiano asked to meet with him to discuss the Graffiti Advisory Board membership legislation before it was introduced to the Board of Supervisors.
The Mayor has asked for a meeting with the judges to discuss graffiti and other quality of life issues with the judges.
Four contractors have been accepted to abate private property graffiti on the 19 Community Corridors and the work would begin soon. DPW is trying to get more people involved. Mohammed Nuru estimated that it will take $1,500-2,500 to spruce up five blocks.
Mohammed Nuru proposed that the Graffiti Advisory Board host a graffiti retreat with Graffiti Watch volunteers on Saturday, January 20, 2007. Milo Hanke made a motion that the board meet on Saturday, January 20 in lieu of its regular January meeting. The motion was seconded and passed unanimously. Paul Giusti will ask if the meeting can be held at Golden Gate Disposal’s 7th and Berry offices.
6. Old Business – Item 1 under old business was moved up on the agenda so that a Chair could be elected. It was determined that there was a quorum. The three nominees were: David Heller, Gideon Kramer and Milo Hanke. Three votes were taken and Milo Hanke was elected vice-chair on the third vote. The voting went as follows:
First vote: David Heller 1, Gideon Kramer 5, Milo Hanke 5
Second vote: Gideon Kramer 5, Milo Hanke 6
Third vote: Milo Hanke, 11 votes
7. Standing Committee Reports:
Law Enforcement Committee: Officer Putz reported that the committee received the first agency letter in support of civil compromise from DPW. The Law Enforcement Committee is attempting to get letters of support from other agencies. Paul Henderson reported that the law clerk quit because the money to pay him has not come through due to an accounting error. Phil Galli will follow up with the DPW and DA’s Office accountants. Paul also announced the conviction of three graffiti vandals in a bundled case. There will be a big press conference at the sentencing.
Education Committee: Doug Diboll reported that the committee is continuing to look into the London Curriculum and is still trying to set up a meeting with the School Superintendent. School Board representative John Bitoff was invited to join the committee and help set up the meeting.
Abatement Committee: The committee had nothing to report.
8. New Business:
-Board members were asked to submit any corrections to the attendance record to Merle Goldstone.
-Phil Galli will meet with the City Attorney’s office to discuss the enforcement of the second notices to property owners and report back to the Graffiti Advisory Board.
-Phil Galli will contact the accountants at DPW and the DA’s Office to make sure that the funding for the Dedicated Law Clerk is put into the right account.
-Board members will be notified of the date and time when the new Board membership legislation will be introduced to the Board of Supervisors so that they can be there to support the legislation.
- Rewards Program – Paul Henderson will read and explain how the law works to the board. Mohammed Nuru suggested that the reward be advertised on SGTV.
9. Adjournment – Mohammed Nuru adjourned the meeting at 7:00 p.m.
Next Meeting Date: The next Advisory Board meeting will be held on Saturday, January 20, 2007 at Golden Gate Debris Service, 900 Seventh St.
